No, You cannot withdraw your full Provident Fund (PF) balance anytime you want, because the PF account is mainly meant for your retirement savings. The government has set rules on when and how you can withdraw the money.
You can withdraw your entire PF balance only when you retire or If you remain unemployed for more than 2 months after leaving a job. (In this case, you can withdraw 75% after 1 month of unemployment and the remaining 25% after 2 months).
