Yes, you can book an FD from the Stable Money app, irrespective of having an existing bank account with the bank.

Please note that if you are an existing customer of South Indian Bank (SIB), you will not be able to book an FD through Stable Money at the moment. We are working with the bank to enable this for all existing customers of SIB soon.
